Challenge/situation
After Tropical Cyclone Ita in 2014, the Palm Island Aboriginal Shire Council engaged Johnstaff to conduct damage assessments, document the requirement for damage remediation, and deliver repairs appropriate for improved climate and disaster resilience.
Approach/solution
Johnstaff developed a construction and maintenance model that worked best for council and would promote the greatest inclusion of indigenous owned firms and labour.
Work/outputs
This enabled the Council to self-deliver the maximum quantity of work possible considering the local resources and capability, and that best delivered VfM on the remote island location.
This model provided employment for local indigenous labour where the contractor was required to provide local labour, with 90%+ target achieved.
